The New Jersey judge made a ruling in the congestion pricing suit, and no one knows what it means or what he wrote since it’s largely incomprehensible. Seems that the EA and FONSI stand and he wants a better mitigation plan by 1/17. This may not stop congestion pricing from starting this weekend.
