I think guns should be licensed like planes and pilots.
You can buy lil 15cal target rifle and only small boxes of ammo at a time. Once yo show proficiency you can upgrade to a 22cal rifle.
The progression to sorting like an AR 15 should take a couple years at least with lots of steps and subgoals.
