This is a heavily interactive web application, and JavaScript is required. Simple HTML interfaces are possible, but that is not what this is.

As a software engineer, my assumption is that the functionality currently works based on cookies or local storage. In my professional opinion, it's not great user experience and it can also be brittle for a number of reasons.
