When we have a dozen decent labs around the world, main user is end users (not in-house at labs), the risks shift imo.
OpenAI should've had better monitoring and sandboxing, sure, but I'd rather that everyone ship models that won't hack my bank when I say "pay my bills" without giving it the creds.
