This is a heavily interactive web application, and JavaScript is required. Simple HTML interfaces are possible, but that is not what this is.

And if I used a regular MSIX package instead, yes, it could be provisioned for all users, but it is still a pain when all you really want is to register a shell extension for all users and not accidentally break sysprep like vanilla Windows OS images nowadays.
