There was the Iran-Iraq War. Iraq started it shortly after the 79 revolution. Iran eventually invaded Iraq (unsuccessfully). The mullahs used it to consolidate power.
It was a foolish strategy. They used kids to clear the mine fields. Many were as young as 12. More than 30,000 kids died IIRC.
