This is a heavily interactive web application, and JavaScript is required. Simple HTML interfaces are possible, but that is not what this is.

Honestly? Smaller businesses have, and bigger businesses self insure. That's my understanding. If you are big enough, you run your own version of insurance and it works okay for you. The smaller companies are so much more vulnerable to this.
