This is a heavily interactive web application, and JavaScript is required. Simple HTML interfaces are possible, but that is not what this is.

There's definitely some of that. But honestly most small and mid-sized businesses are more afraid of unexpected healthcare costs disrupting their business than losing employees. I'm not even talking about the ethical ones only, I'm talking purely dollars. Traps both employees and businesses.
