This is a heavily interactive web application, and JavaScript is required. Simple HTML interfaces are possible, but that is not what this is.

Posties can (and should!) get a critical mass and revolt against the weird British guy who runs your paper. It's not like he knows how to use the CMS. All he knows how to do is tap your phone. The tech people will help you. Just publish the thing and stand together. Make him take it down.
