This is a heavily interactive web application, and JavaScript is required. Simple HTML interfaces are possible, but that is not what this is.

coming in pretty late, but wanted to give some feedback on this proposal.
in short I like it a lot! it matches what we have been thinking architecturally: permissioned data is stored in the PDS, but separate from public repo; and syncs to appview which applies access control
