actually ONE OF the ways atproto finds the issuer _is already_ via DNS TXT record (with a well-justified extra step for CID resolution) and there have been a few recent proposals to make a similar option in AP.... ( @thisismissem.social and @quillmatiq.com and @snarfed.org have proposed good plans)
