This is a heavily interactive web application, and JavaScript is required. Simple HTML interfaces are possible, but that is not what this is.

it's actually fairly straightforward to implement: just define a simple Resource wrapper, with an associated EditorImportPlugin that reads whatever file types you want and saves them as your Resource type
this wasn't possible in Godot 3, but custom Resource support has improved dramatically since
