This is a heavily interactive web application, and JavaScript is required. Simple HTML interfaces are possible, but that is not what this is.

And if I understood correctly, you're not actually going to process the payments, just help with the tech and, more importantly, build the web of sites, so to speak, so the payment would go straight to us which means no taxes or whatever related to you.
