This is a heavily interactive web application, and JavaScript is required. Simple HTML interfaces are possible, but that is not what this is.

Or...it could try to explain the methodology to the public and help them understand the limitations of surveys. They could explain why ADP provides more accurate monthly data, and help the public to not be so knee-jerk to each data release.
Their plan is the opposite of this.
