This is a heavily interactive web application, and JavaScript is required. Simple HTML interfaces are possible, but that is not what this is.

Damn, Photoshop is in a terrible state right now. The newest version added something called AI Assisted mode which let's you do all that "add a cat to this photo" nonsense but seems to have left regular Photoshop (aka Pro Editor) in a buggy mess.
