This is a heavily interactive web application, and JavaScript is required. Simple HTML interfaces are possible, but that is not what this is.

I did read the article. It makes no mention of Mercedes or BMW's programs, which suggests to me it is because of ignorance of them rather than there actually being a difference. Tesla, on the other hand, has no such program, which makes sense, because Tesla has never had a functional Level 3 system.
