This is a heavily interactive web application, and JavaScript is required. Simple HTML interfaces are possible, but that is not what this is.

In both cases, it's clear that the rebate is intended as an additional incentive, rather than something to change the decision, ie, in both cases it probably defrays about 10% of the cost. This isn't a terrible program design!
I just wish that e-bike rebates were treated a bit more seriously.
