This is a heavily interactive web application, and JavaScript is required. Simple HTML interfaces are possible, but that is not what this is.

This isn't ideal, but you can import them into a layer in CSS:
@import url layer(layer-name);
Also, there is a proposal to add a "layer" attribute for the <link> tag, but I don't think this has been implemented in any browsers yet. 🙁
