This is a heavily interactive web application, and JavaScript is required. Simple HTML interfaces are possible, but that is not what this is.

A lot of people on Steam still don't know that getting the first 10 reviews is imperative.
Once my game hit that mark, the discovery queue started showing my game.
So, uh, if you liked a game and the dev team is small, please drop a review. Otherwise it stays buried.
