A city attorney offered the lamest ever excuse for this tragedy by claiming a lay person wouldn't recognized the symptoms. Police officers are NOT lay people. They're trained, but didn't care enough to assess the victim. What we've devolved to in recent years is a sin. All of us need to fix it.
