NEW: Black voters who successfully sued Louisiana in 2023 to add a Black-majority district asked SCOTUS to recall its ruling allowing the state to rush redistricting before midterms.
Citing its own 2006 decision, they argued the Court "may not disrupt a state’s voting rules...close to an election.”
