NEW: In a loss for Georgia voters, the 11th Circuit killed a 2023 ruling that forced the state to redraw its political maps to strengthen Black voting power.
The move, which sends the case back to a lower court for reconsideration, comes in light of SCOTUS' gutting of the Voting Rights Act.
