atprotoにおいて、アカウントはサービスの外に作られるものなので、「Bluesky(マイクロブログサービス)にアカウントを作る」という概念が無いのです。とはいえ、現状GUIでアカウント作れるのはBlueskyクライアントくらいなので、区別が難しいですが……。アカウントはPDSで管理され、そこから複数のサービス(appview)を利用することができます。
