スキンは標準のEstuaryが一番良かったので、結局1)fontforgeで華康ゴシックをscaling、2)python/fonttoolsで帳票UDPゴシックにない文字だけ華康ゴシックからmergeして新たなttfとする、というちょっと強引な方法で文字化け回避成功。
