i think there are some promising signs that low-resource languages aren't out of the running yet, for example this on knowledge transfer (arxiv.org/abs/2308.09895) from high resource languages, and also our own stuff about more fully exploiting fancy language servers (https://dl.acm.org/doi/abs/10.1145/3689728)
