This is a heavily interactive web application, and JavaScript is required. Simple HTML interfaces are possible, but that is not what this is.

Ah good question. It does apply to resources. Which is why I recommend fingerprinting JS files as these tend to update more frequently. I'm not 100% sure if it applies to XHR GET requests, it does *not* apply to XHR POST requests for sure.
