Can you put it at /.well-known/carbon.txt ? Or would that still parse as HTML? It's where all such things can be tidied away (RFC 8615, though guess they should register it at https://www.iana.org/assignments/well-known-uris/well-known-uris.xhtml ), and not sure why they didn’t recommend there by default
