This is a heavily interactive web application, and JavaScript is required. Simple HTML interfaces are possible, but that is not what this is.

We use Unity's default terrain tools, and generally block out our levels with simple primitive cubes with a triplanar shader on them (can see some in this screenshot!) then match our terrain to that geometry with a custom script before we dress the level!
