PSA: If your Ubuntu-using CI jobs on GitHub Actions hang mysteriously today, consider adding
sudo sed -i -e 's/azure\.//' /etc/apt/apt-mirrors.txt
(or similarly for .list or .sources files).
It has been added to the r-ci setup for #Rstats, and addresses the issue for ubuntu-latest.
