They're doing landscaping and picking up trash because they have nothing else to do. In the Army, idle hands are given make-work jobs. I spent two days guarding a branch PX at Fort Dix with an M-14 and policed up cottonwood fluff at Fort Sill because I was temporarily out of actual work to do.
