This is a heavily interactive web application, and JavaScript is required. Simple HTML interfaces are possible, but that is not what this is.

Meanwhile, at IEEE Transactions on Wireless Communications: "You may not submit more than 36 papers per year."
Apparently this is a new policy. I would be super curious to see the stats on how many people are submitting more.
