I haven't played this dlc so I've got no context on Lodi, but at least I'm not the only one that feels the same about Witness. Some folks try to argue that he was setup just fine since D1 and I'm like, no he wasn't. The dorito ships were. To me Witness was a Johnny Come Lately retconned big bad.
