This is a heavily interactive web application, and JavaScript is required. Simple HTML interfaces are possible, but that is not what this is.

Good summary of the issues with AI assisted coding: "Upper management does not understand what AI is and thinks it will solve untold problems. Junior devs rely on it too much without understanding their code first." I'd say that bad metrics for productivity like lines-of-code are also the problem.
