This is a heavily interactive web application, and JavaScript is required. Simple HTML interfaces are possible, but that is not what this is.

interesting question, I only briefly looked at MCP and it seems RPC-like w/a bit of discovery around the edges, but it seems like adopting the ideas of hypermedia into it might be an interesting direction to go
