This is a heavily interactive web application, and JavaScript is required. Simple HTML interfaces are possible, but that is not what this is.

We learned from having OPR open to only Level 16 Agents what volume of reviews and also what kinds of abuse we might expect by opening up to more players, and need to make some changes. With Overclock, our Niantic Spatial SDK is evolving so we plan to update how we use it in Ingress, too.
