This is a heavily interactive web application, and JavaScript is required. Simple HTML interfaces are possible, but that is not what this is.

I think a crux of the issue here is that it was treated as a "corporate decision" where you just send an email to the workers telling them what is and will be, when it should have been treated as a PR decision, where the need was to prepare, explain, and justify the decision to the public.
