essentially three ways forward for the megabill & the IRA now:
1) GOP lets Ernst, Grassley & Murkowski do a 51-majority vote on their amdt to ease IRA repeal, kill tax on solar/wind - bill passes Senate, House is jammed
2) 60-vote threshold on amdt, fails & Murkowski folds - bill is law
