This is a heavily interactive web application, and JavaScript is required. Simple HTML interfaces are possible, but that is not what this is.

Progress: Decided to use 74HCT14 as (inverting) level shifters, I can select 5v0 or 3v3 for the external voltage using those 3-pin jumpers, and the RP2040 will do I/O inverting of inputs/outputs at the GPIO to cancel out the inverting buffer.
74HCT14 can also handle inputs higher than VCC too.
