This is a heavily interactive web application, and JavaScript is required. Simple HTML interfaces are possible, but that is not what this is.

Ah, so Home Assistant already is a service in the background (although you typically use a Raspberry Pi for it).
It "talks" to different services and connects them to one another. For example, "Blink my office lights when I get a work email".
It also optionally can expose sensors for dashboards
