This is a heavily interactive web application, and JavaScript is required. Simple HTML interfaces are possible, but that is not what this is.

I think lists as they are now are kind of a stopgap measure before we have moderation labels and moderation providers. Imagine a team of folx who label accounts and/or posts for a community and users can subscribe to their feeds to either filter in or out posts based on labels.
