This is a heavily interactive web application, and JavaScript is required. Simple HTML interfaces are possible, but that is not what this is.

I used it heavily when it came out for the "web of trust" and simplified PGP usage initially. I never really used it for the chat & file-sharing functionality that it added I believe after the Zoom acquisition, and it seems it's faded into obscurity
