This is a heavily interactive web application, and JavaScript is required. Simple HTML interfaces are possible, but that is not what this is.

As I mentioned earlier in a comment, they answered my complaint saying, “We have last week received a shelf-life extension moving the expiration to December 25.”
The .doc attached as proof didn’t look very professional, it seemed like they had just thrown it together on the spot.
