This is a heavily interactive web application, and JavaScript is required. Simple HTML interfaces are possible, but that is not what this is.

Would it be used as a performance measure e.g. Timmy hasn't worked independently all week, you need to do X.
If not, then I really don't see the point in formalising and prescribing it?
