This is a heavily interactive web application, and JavaScript is required. Simple HTML interfaces are possible, but that is not what this is.

On the one hand, it's hard to tell what you're really seeing - traffic, impressions, indexed URLs, something else? On the other hand, I worry that zip-code + metadata is a bit thin & commodity-data and search engines might not be keen to index or show a ton of it.
