This is a heavily interactive web application, and JavaScript is required. Simple HTML interfaces are possible, but that is not what this is.

Is crawling causing problems? If so, I'd keep the robots.txt. If not, I'd serve the noindex and drop the robots.txt. The removal tool just hides it in search, so it won't change crawling (but it's fast to remove those pages, if you want them removed).
