This is a heavily interactive web application, and JavaScript is required. Simple HTML interfaces are possible, but that is not what this is.

Joking aside, there are already sitemap files that many websites use, and things like RSS/Atom feeds that a ton of websites use, it seems that if a new system wanted to learn more about websites at internet-scale, they would ideally use those.
