This is a heavily interactive web application, and JavaScript is required. Simple HTML interfaces are possible, but that is not what this is.

Yeah, this is always challenging when you have multiple versions of a site - even moreso when one of those versions is not visited by humans (who can flag errors to you). Big companies w/custom CMSs can probably deal with this, but also big companies abandon things and might forget to clean up too.
