This is a heavily interactive web application, and JavaScript is required. Simple HTML interfaces are possible, but that is not what this is.

It probably takes non-zero processing on the server side, so regardless of crawl budget, if you have a lot of them, they seem like a good candidate for blocking (I'd also look at the internal links to see why they're even findable.)
