This is a heavily interactive web application, and JavaScript is required. Simple HTML interfaces are possible, but that is not what this is.

Technically a request through the web is handled by the server, and how it does that depends on the setup. It's not something that the requesting side can change. There are a few things that could cause fluctuations like this though, such as DNS misconfigurations, CDNs, or fancy server setups.
