This is a heavily interactive web application, and JavaScript is required. Simple HTML interfaces are possible, but that is not what this is.

Same-language, different-country content is always challenging. I'd make sure it's not duplicative, and add a conditional banner that appears depending on the user's location (perhaps with robotted JavaScript).
